KEY REQUIREMENTS


  • U.S. Citizenship Required.
  • Must be able to obtain a Top Secret clearance.

DUTIES:

  • Serves as the agency's manager and subject matter expert on Alternative Dispute Resolution (ADR).
  • Develops policies and procedures for the conduct of negotiations and finding solutions.
  • Develops qualification criteria, competencies, and assumes the programmatic responsibility to negotiate and find solution in resolving disputes.
  • Develops standard operating procedures for active and preventive mediation toward resolving potential problems.
  • Manages the FBI's ADR program budget and executes interagency agreements on an annual contractual basis.
  • Attends conferences, training sessions, and reviews publications to maintain a current knowledge and awareness of major developments in the field of ADR and mediation.

QUALIFICATIONS REQUIRED:

SPECIALIZED EXPERIENCE (SE): Applicant must posses one year of specialized experience (SE) equivalent to at least the next lower grade level (GS-13). SE is experience in:

  • Promoting preventive mediation and serving as a catalyst to hasten resolution.
  • Developing written material to educate the mediators, management and employees in the Alternate Dispute Resolution program.
  • Initiate ideas and suggestions for alternative solution or compromise.
  • Solving complex Alternate Dispute problems through systematic fact finding and analysis and consulting efforts.
  • Establishing and maintaining liaison with FBI, DOJ and other various personnel associated with Alternate Dispute Resolution program.

Policy has been implemented wherein support employees entering a position through a competitive OR non-competitive action may be precluded from moving to another position within the Bureau by means of reassignment or change to a lower grade for a minimum of 12 months.  This policy does not apply to probationary employees.  Probationary employees are generally precluded from being considered for all job opportunities until their 12-month probationary period has concluded.


Candidates are ineligible to apply if currently on a Performance Improvement Plan (PIP); or have failed a PIP and are currently awaiting the final action by your Human Resources Office.

A Performance Improvement Plan (PIP) is a 90-day written developmental plan for an employee whose performance on one or more critical elements is rated "Unacceptable".

All selectees, with the exception of current FBI employees, will be required to serve a one-year probationary period.


The probationary periods will be served concurrently.

Generally, following a COST TRANSFER you will be eligible for transfer after completing three years in the assignment.  Additionally, NO COST TRANSFER require a one-year assignment commitment to be eligible for further FBI transfers.

Relocation expenses will be borne by the selectee, except FBI employees returning from Legat assignment.
