Position Summary: The Special Education Community Support Coordinator will work closely with the senior leadership of the FSC, senior leadership from the Special Education Office (SEO) and District 75, Committee on Special Education (CSE) Chairs, and Superintendents to ensure that the DOE’s vision for students with disabilities is shared and reflected in the practices of all members of the FSC and the schools they serve. Under the Deputy Director, Special Education, with wide latitude to exercise independent judgment and initiative, the Special Education Community Support Coordinator will support the implementation of the Chancellor’s vision for special education by educating families about special education in our schools and the improvements for their children, as well as surface systemic issues related to special education raised by families and plans for short- and long-term resolution. Performs related work.

 

Reports to: FSC Deputy Director, Special Education

Key Relationships: The Special Education Community Support Coordinator works closely with the members of the FSC Special Education team to disseminate information regarding the Special Education process, provide parent trainings, and ensure that all student cases are resolved in a timely manner. S/he will also work with the Special Education Office Ombudsperson on issues related to the FSC. In addition, s/he will work collaboratively with Special Education Resolution Coordinators in other Field Support Centers (FSCs), as well as with the superintendents’ teams, to ensure that messaging is consistent across the city.

 

Responsibilities

 

  • Provides support, professional development and resources to president’s councils, community and city-wide Education Councils (CECs), District Leadership Teams (DLTs), and District/Borough Family Advocates (D/BFAs) in Manhattan.
  • Develops workshops for parent leaders, district, and school staff.
  • Creates a borough-specific toolkit of local resources and supports for parents of students with disabilities to be shared with D/BFAs, parent coordinators and parent leaders.
  • Acts as a trusted intermediary between the DOE and families, providing assistance to support families and helping to resolve conflicts.
  • Develops and maintains a public email inbox for families and external partners.
  • Oversees concerns raised by the community on behalf of students with disabilities.
  • Partners with superintendents, D/BFAs, supervisors of psychologists, school leaders, and school-based CSEs to address concerns raised by the families of students with disabilities.
  • Directs field staff in supporting programmatic and educational resolution on behalf of students.
  • Utilizes school systems, such as SESIS, ATS, and SIS, in order to serve as a source of information and support and act as a conduit between conflicting parties.
  • Thoroughly investigates and resolves complaints, educating constituents on their rights, and sharing results with the Borough Deputy for Special Education and the Special Education Office, to ensure that systemic needs are flagged for resolution.
  • Provides a weekly data report on resolutions for families of students with disabilities to both central and the Family Support and Operations Manager, highlighting figures and trends.
  • Supports schools in effectively engaging parents of students with disabilities.
  • Uses independent judgment to resolve issues raised on behalf of students with disabilities

 

Qualification Requirements:

 

Minimum

 

  1. A baccalaureate degree from an accredited college and two (2) years of experience in community work or community centered activities in an area related to the duties described above; or
  2. High school graduation or equivalent and six (6) years of experience in community work or community centered activities in an area related to the duties as described above; or
  3. Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least one (1) year of experience as described in “1” above.

 

Preferred

 

  • Strong student and family service orientation
  • At least 3 years progressively responsible experience in education, civil rights, and public interest fields.
  • Experience working with SESIS and other school systems.
  • Strong strategic thinking skills; ability to gather and analyze information.
  • Experience with performing statistical research; ability to develop and follow research methodology and protocol, and generate reports and charts based on research.
  • Strong communication skills; ability to organize facts and present information and figures in a clear, concise and logical manner, both orally and in writing.
  • Creative problem-solver, with the ability to perform independent, thoughtful analysis around important educational issues.
  • Experience in conflict resolution and stakeholder management; ability to build strong working relationships with diverse constituencies, and an understanding of how decision-making impacts others.
  • Ability to work collaboratively and cross-functionally.
  • Attentive to detail, extremely well-organized, able to work under pressure, and meet frequent and changing deadlines.
  • Interest in education reform, policy, and implementation.
  • Proficient in Microsoft Office applications, e.g., PowerPoint and Word; advanced in Excel.
  • Internal candidates preferred.

 

Salary: $47,579+

(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)
