Work at the U.S. Department of State on formulating and negotiating international climate change policy. The Office of Global Change is looking for exceptional candidates to fill a climate negotiator position with a focus on markets as we continue a major new round of climate negotiations. We support the U.S. Special Envoy for Climate Change in leading U.S. engagement in international negotiations under the UN Framework Convention on Climate Change, the Major Economies Forum, the International Civil Aviation Organization, and other international bodies. We also shape the development and implementation of climate change initiatives on energy, sustainable landscapes, and adaptation. Our work is demanding, intellectually challenging, involves substantial international travel, and is done in a fast‐paced and high‐profile environment. Responsibilities:
  • Negotiate on behalf of the United States in international climate change negotiations.
  • Help formulate and implement U.S. government policy on international climate change and related issues, particularly with respect to market‐based approaches and use of market mechanisms.
  • Support interagency preparations for international climate change and related negotiations.
  • Draft memos, speeches, and communications documents to advance U.S. climate policy and strategy.
  • Develop proposals for shaping international and bilateral climate programs; help ensure that the use of funds advances U.S. policies and objectives.
Qualifications:
  • At least three years of relevant experience.
  • Outstanding interpersonal and oral communication skills.
  • Strong international negotiations and strategic planning skills.
  • Experience with climate issues, particularly with market‐based approaches and market mechanisms.
  • Exceptional written communications skills, with the ability to produce clear and compelling documents under time pressure.
  • Strong organizational skills and attention to detail.
  • Ability to reliably deliver on multiple priorities under tight deadlines.
  • Academic background and experience in public policy, economics, law, the environment or related field.
  • Strong team player who is eager to help resolve difficult situations as they emerge.
  • Ability to work with a wide variety of actors, including policymakers, representatives of other governments, business and the non‐governmental community.
  • Must be a U.S. citizen.
