Position Overview
The Ombuds Program provides confidential, informal, neutral and
independent assistance in resolving Laboratory-related concerns for
employees throughout the organization and at all levels. The Ombuds
Specialist 3 listens to concerns, assesses situations, and recommends
a variety of potential actions. Serves as a resource by applying
in-depth knowledge of Laboratory organization and functional areas.
Makes appropriate referrals, brainstorms options, provides answers to
policy questions, and developing solutions with visitors. Works on
unusually significant or complex issues, provides solutions that are
highly creative and where analysis of situations or data requires an
evaluation of intangibles. Uses wide latitude in the methods,
techniques and evaluation criteria for obtaining results.

resolution tools and techniques. Demonstrated commitment to protecting
confidential information and maintaining neutrality. Advanced

Summary
The ombuds program provides confidential, informal, neutral and
independent assistance to visitors in resolving Laboratory-related
concerns.
The ombuds specialist 3 listens to concerns, assesses and reviews each
situation, and recommends a variety of potential actions. Serves as a
resource by applying in-depth knowledge of Laboratory functional
areas, business strategies and goals. Makes appropriate referrals,
brainstorms options, provides answers to policy questions, and creates
solutions.
Helps in developing policy. Consequences of decisions cannot usually
be evaluated until significant time has elapsed. Errors in judgment or
failure to achieve results could result in litigation against the
Laboratory or serious harm to individuals or Laboratory programs, with
the potential for significant negative publicity.
Job Duties
Safety and security are a primary responsibility for all Laboratory
employees. Maintains required safety and security training, assures
safety and security compliance, and makes safety and security an
integral part of every task, including taking the necessary steps to
stop work if continuing the job is unsafe or compromises security.
Understands that each new contact could present an imminent risk of
serious harm, and triages presenting concerns accordingly. Takes
appropriate action to mitigate danger to individuals or the
institution.
Listens impartially, analyzes issues, develops options, and recommends
sound, practical solutions to complex issues.
Acts as a confidential, informal information resource and provides an
alternative communication channel for raising concerns to Laboratory
management. Maintains strict confidentiality concerning matters
disclosed under conditions requiring confidentiality
Uses diplomacy and influence to bring about changes that will help
prevent future similar problems. Balances empathy with neutrality.
Manages the Laboratory's mediation program.
Assigns all mediations, communicates with every mediation participant
prior to and after the mediation process, and provides post-mediation
performance feedback to the volunteer mediators. Presents or
coordinates all basic training and continuing professional development
of the volunteer mediator pool. Motivates through influence the
volunteers over which he/she has no line authority.
Regularly assesses outcomes of individual mediations and the overall
effectiveness of the mediation program, and continually incorporates
substantive and intangible improvements. Researches best practices
from across the country, develops and applies advanced mediation
concepts, techniques and standards based on conflict resolution
principles and theories. Uses broad discretion in determining which of
these will be most effective in the Laboratory context.
Ensures that the mediation program and all Laboratory mediators adhere
to the model standards of conduct for mediators.
Evaluates the Ombuds Program against professional standards and holds
himself/herself and peers to the strictest compliance with these
standards.
Applies broad knowledge of activities, operations, and programs in the
Laboratory's scientific research and development environment.
Applies strong mediation and facilitation skills and experience toward
promoting resolution of conflicts and issues in the workplace.
Demonstrates excellent communication skills and ability to deal
effectively with all levels of personnel.
Researches, assembles, and/or evaluates information or data regarding
professional standards, industry practices or applicable regulatory
changes affecting ombuds and mediation policies or programs;
Develops and provides training, both in the Laboratory and in the
community, on topics including: crisis response, conflict resolution,
communication skills and post-trauma recovery.
Coordinates requests for facilitation assistance from outside agencies
and nonprofit groups.
Understands and adheres to all Laboratory and industry regulatory
guidance and governance specific to ombuds and mediation programs.
Ensures all results, processes, and final products meet quality
specifications and are completed according to established
requirements.
Fosters a mutually respectful work environment that is free from
discrimination and harassment.
Job Knowledge

Sound judgment, integrity and fairness, coupled with strong analytic

Knowledgeable of employee resources within and outside of the
Laboratory. Maintains a broad range of contacts inside and outside of
the Laboratory for referrals, information, and creative solutions to
specific issues.
Demonstrated experience working collaboratively on a small team and
succeeding in leadership roles.
Experience interacting with all levels of personnel within the
Laboratory as well as sponsors, DOE and the National Nuclear Security
Administration, and other federal, state and local agencies.
Well-known and respected throughout the Laboratory for integrity and
compassionate diplomacy.
Thorough knowledge of Laboratory organizational structure, policies,
procedures, processes and tools including employee complaint and
grievance mechanisms and state and federal compliance agency
requirements.
Knowledgeable in interpersonal communication and conflict, DOE
safeguards and security, employment law, internal investigations,
substance abuse counseling, critical incident debriefing and hostage
negotiations.
Experience and skill in giving formal and impromptu presentations.
Excellent public relations, written and verbal communication and human
relations skills.
Effective planning and organizational skills, research and analytical ability.
Related experience in and knowledge of conflict resolution, counseling
and crisis response. A bachelor's degree is preferred and experience
in counseling and crisis response may be expected.
Significant ombuds and mediation training and experience. Membership
in the International Ombudsman Association is preferred.
Education
Position typically requires a bachelor’s degree and a minimum eight
years of related experience, or an equivalent combination of education
and experience. At this level, post graduate course work may be
desirable.
Direction
A. Supervision Received
Receives general direction from the ombuds director, as well as
consultative support when necessary on specific matters.
B. Supervision Exercised
Provides functional and operational direction to reporting volunteer mediators.
C. Contacts
Includes, but is not limited to, employees, managers, subcontractors,
federal, state and local agency representatives, business owners,
other Ombuds and mediation professionals from across the DOE complex.
