THE ORGANIZATION 
The United States Institute of Peace is an independent quasi-federal institution established and funded by the U.S. Congress to: 
Prevent and resolve violent international conflict; 
Promote post-conflict stability and development; 
Increase peacebuilding capacity, tools, and intellectual capital. 
The Institute accomplishes its mission through direct engagement in peacebuilding efforts around the world, and by empowering others with knowledge, skills, and resources. 

SUMMARY 
The part-time (20 hours per week) Program Officer will work with the Director and staff of the Religion and Peacemaking Center to implement projects in USIP’s priority countries. The Program Officer will be involved in the following activities: 1) developing and strengthening USIP's relationship with government and non-government partners involved in religious peacebuilding; 2) systematizing monitoring and evaluation of current and future religion and peacemaking projects; 3) developing religious peacebuilding toolkits. Additional involvement in ongoing projects will be determined based on program needs and the interests of the applicant. International travel is required. 

The Religion and Peacemaking (R&P) Center works with religious actors, organizations, and institutions to promote and build peace. Its goals are to strengthen the capacity of religious actors to manage conflict, to foster collaboration across lines of difference to address drivers of violence, and to promote religious pluralism. The Center partners with local organizations in zones of conflict to conduct training, facilitate dialogue, and support strategic planning to advance the cause of peace. In addition, R&P organizes workshops and publishes papers and edited volumes on issues related to religious peacebuilding. The Center currently manages projects in Iraq, Pakistan, Burma/Myanmar, Nigeria, and Colombia. It also has thematic projects focusing on gender and religion and the development of peace curricula for religious schools. 

MAJOR DUTIES AND RESPONSIBILITIES 
Development and Planning:

  • Takes the lead role in development and planning for a program (e.g., designing program; developing program’s strategic plan, goals, objectives, and operating plan; designating appropriate resources required to support program goals and objectives, etc.)
  • Manages a portfolio of USIP projects relating to specific regions, conflict zones, or academic areas (e.g., leads a team of staff working on the implementation of a program or programs, is responsible for meeting project goals and objectives, develops and presents on the status project goals and objectives, etc.).
  • Serves as a senior expert on one or more particular subject matter areas (e.g., conducts research; presents at conferences and workshops; provides advice and counsel to other public and private organizations; develops publications, training courses, workshops, training and educational programs and materials; conducts training courses and lectures).

Financial Management:

  • Manages the program budget to ensure that the program is operating within its budget limitations in order to meet its goals and objectives.
  • Pursues external funding for project initiatives.

Public Outreach:

  • Builds strategic partnerships and cultivates contacts with subject matter experts and a wide variety of external organizations to leverage resources and combine efforts to promote USIP program initiatives and goals.
  • Attends and participates in various conferences, events, and other programs to speak on behalf of USIP on a specific subject matter area of expertise.
  • Takes lead role in responding to the public or media regarding specific program area.
  • Provides briefings to governmental or other organizations on key subject matter area.

Performs other duties as assigned. 
QUALIFICATIONS

  • Applicants must be U.S. citizens or nationals of countries listed in a U.S. Collective Defense Arrangement per the Department of State. To see a list of those countries, go to http://www.state.gov/s/l/treaty/collectivedefense/index.htm.
  • Ph.D. with at least three years of relevant experience, or a Masters Degree with at least five years of relevant experience in the field of international relations, international conflict resolution, religious studies, peace studies, or other relevant fields.
  • Arabic language skills preferred, but not required.
  • The candidate’s application materials should document: (1) a thorough grounding and academic training in one or more religious tradition; (2) ability to communicate orally and in writing; (3) direct international experience in addressing religious conflict and interfaith relations; and (4) ability to work independently and yet collegially with staff and external organizations and individuals.

Compensation is commensurate with qualifications and experience.
