JOB SUMMARY:
The Federal Labor Relations Authority (FLRA) is an independent
administrative Federal agency that was created by Title VII of the
Civil Service Reform Act of 1978 (also known as the Federal Service
Labor-Management Relations Statute) (the Statute). The Statute allows
certain non-postal Federal employees to organize, bargain
collectively, and participate through labor organizations of their
choice in decisions affecting their working lives. The primary
responsibilities of the FLRA include: (1) resolving complaints of
unfair labor practices, (2) determining the appropriateness of units
for labor organization representation, (3) adjudicating exceptions to
arbitrators' awards, (4) adjudicating legal issues relating to duty to
bargain/negotiability, and (5) resolving impasses during negotiations.
The Federal Labor Relations Authority (FLRA) is seeking a motivated
individual to serve as a Senior Dispute Resolution Specialist (Labor
Relations) in the Collaboration and Alternative Dispute Resolution
Office (CADRO) of the Federal Labor Relations Authority (FLRA). The
incumbent of this position serves as the technical expert in dispute
resolution.
The FLRA headquarters office is located one block north of the
McPherson Square subway station in Washington,DC. Metrorail and a
number of commuter buses are nearby. Eateries, shops, theaters, and
historical sites are within walking distance.

The incumbent will serve as an Agency expert on Alternative Dispute
Resolution (ADR) techniques and as a critical resource in delivering
ADR training in labor-management dispute resolution. The duties
require an in-depth knowledge of labor-management relations, the FLRA
Statute, rules and regulations and FLRA case law. The incumbent must
also be well versed in techniques to provide training to other
agencies and FLRA staff; to assist in establishing and maintaining
cooperative labor-management relationships; and to assist in using
interest-based problem solving techniques to resolve disputes. An
understanding of personnel law, regulations, and procedures is also
necessary in providing the framework for applying ADR techniques and
conducting training on ADR throughout the Federal government.

QUALIFICATIONS REQUIRED:
Eligibility and Qualifications Requirements: Applicants must have one
year of specialized experience equivalent in level of difficult and
responsibility to at least the GS-13 level. Applicants should have
one year of specialized experience that has equipped them with the
particular knowledge, skills and abilities (KSAs) to successfully
perform the duties of the position. Such KSAs are typically found in
or related to the work of the position to be filled.
Specialized experience is defined as experience that has equipped the
applicant with the particular knowledge skills, and abilities to
successful perform the duties of the position, and that is typically
in work within this field, or that is closely related.
The successful candidate will possess extensive experience providing
Alternative Dispute Resolution (ADR) services, including facilitating
labor-management meetings and contract negotiations, and delivering
ADR training on labor-management ADR techniques. The successful
candidate will also possess skills and extensive experience developing
and providing education and training services concerning the value of,
and requirements for, collaborative labor-management programs,
interest-based problem solving, consensus decision making and other
ADR processes and techniques.

Labor-Management Relations Statute, Authority decisions, the FLRA's
Rules and Regulations, and the policies and practices of the Authority
and Office of the General Counsel pertaining to the processing of
cases.
2. Describe your experience in using alternative dispute resolution techniques.
3. Describe your experience in developing and providing training
concerning rights and obligations under the Statute, alternative
dispute resolution techniques, interest-based problem solving skills
and collaborative approaches for labor-management relationships.
4. Describe your experience in facilitating the resolution of disputes.
5. Describe your experience in providing effective written and oral
communication.
6. Describe your experience in identifying legal issues, gathering
and analyzing complex facts, and arriving at practical solutions to
problems that are unusual or highly complicated.
7. Describe your experience in organizing workload effectively and in
processing workload timely and efficiently.
8. Describe your experience in establishing and maintaining effective
working relationships.
