SENIOR MANAGER FOR LATIN AMERICA AND THE CARIBBEAN


 


Since 1989, Partners for Democratic Change (Partners) has created 20 independent national Centers around the world to manage change and conflict, and to improve
governance, create more inclusive societies, and promote sustainable
environmental and economic development in emerging democracies.  With no expatriate
staff, each Center is managed by outstanding, locally recruited, social
entrepreneurs identified and trained by Partners. (Partners Centers are located
in Albania, Argentina, Brazil, Bulgaria, Colombia, the Czech Republic, Georgia,
Hungary, Indonesia, Jordan, Kosovo, Lithuania, Mexico, Peru, Poland, Romania,
Senegal, Serbia, Slovakia and Yemen.)


 


Partners Centers have built a professional corps of negotiators, mediators, trainers, and facilitators skilled in managing multi-party interactions on complex issues in evolving
democracies and addressing disputes and developing dispute resolution
systems.  Positive outcomes include: better governance, public
policies and delivery of public services; more transparency; less social
conflict and more constructive engagement; social inclusion; ameliorating
ethnic and racial tensions; empowering women and disadvantaged minorities;
improving education; and, protecting the environment.


 


Together, Partners and the Centers employ approximately 165 staff, deploy over 100 trainers and practitioners, and work in over 40 countries. Each Center contributes funds to
support Partners for Democratic Change International (PDCI), the
International Association of Centers, incorporated under Belgian law and
staffed in Brussels.


 


Position Description:  Partners seeks a full-time Senior Manager for a growing portfolio in the LAC region, to be based in Washington, D.C.  While focused on the LAC Region, Partners staffing
practice provides all staff with multiple geographic and organizational
opportunities, as the organization is managed through a team approach,
maximizing staff expertise and capabilities.


 


Position Title:  Senior Manager, Latin America and the Caribbean (LAC) Region


 


Reports To:  the Executive Director


 


Primary Responsibilities include:


 


  • Work closely with the Executive Director, DC staff and Center Directors to provide strategic direction for the continued growth of the Partners LAC portfolio;
  • Take a leadership role in developing new programs and initiatives in the LAC region. Supervise the design and preparation of all grant proposals, contracts and
    fee-for-service activities;
  • Coordinate between DC Staff and Partners’ affiliate Centers in Argentina, Brazil, Colombia, Mexico and Peru to implement all program related activities;
  • Create and maintain relationships with funders and develop strong alliances with regional institutions, such as the Organization of American States, the
    Inter-American Development Bank and ensure Partners presence in regional
    networks of NGOs;
  • Manage DC Program staff to ensure professional financial and programmatic oversight of Partners programs in the LAC region, with the largest portfolio in Colombia. 
    Oversee reporting requirements and fiscal management of all LAC programs
    and contracts;
  • Work with Partners Senior Management team to identify organizational management needs of new Centers in the LAC region and provide necessary technical assistance,
    resources, training and mentoring to Center directors and their staff;
  • Design and implement an outreach strategy to build exposure of Partners work in the LAC region, including publications and academic research initiatives;
  • Help design and implement program assessments and impact evaluations for Partners initiatives in the region;
  • Travel to Colombia and other LAC countries to assist Partners Centers in implementing projects and fundraising for new programs, and;
  • Fulfill other duties as assigned.

 


III. Qualifications/Requirements:


 


  • Minimum 5-10 years related experience in international development, or a related field.
  • Significant practical experience working in at least one of Partners’ core program areas (conflict resolution, accountable governance, inclusive communities, and
    environmental and economic sustainability).
  • Strong financial management experience, budgeting and fiscal oversight of US-donor programs.
  • Collaborative inter-personal skills, strong leadership and facilitation skills to convene a broad network of professionals in the region; ability to
    identify and nurture organizational partnerships and strategic alliances.
  • Demonstrated experience in fund-raising, donor relations and proposal preparation and budgets.
  • Excellent oral and written communication skills; high level of interpersonal skills and cultural sensitivity.
  • Demonstrated ability to analyze, problem-solve, manage, and prioritize work, and to manage a multiple-country portfolio.
  • Ability to manage multiple tasks simultaneously within a fast-paced, deadline-focused environment. Willingness to work in a flexible, team-based office
    environment that values all levels of experience and knowledge.
  • Ability to think creatively and articulate complex ideas in clear and innovative ways.
  • Availability for significant travel.
  • Master’s degree, preferably in conflict management, democracy building or related subjects.
  • Fluency in Spanish and English required.
