Reentry Case Manager - The Center for Court Innovation

The Center for Court Innovation, a project of the Fund for the City of New York, is a unique public-private partnership that promotes new thinking about how courts and criminal justice agencies can aid
victims, change the behavior of offenders, and strengthen communities. The
Center creates demonstration projects that test new approaches to problems that
have resisted conventional solutions. The Center’s problem-solving courts
include the nation’s first community court (Midtown Community Court), as well
as drug courts, domestic violence courts, youth courts, mental health courts,
and others. Nationally and internationally, the Center performs original
research on topics of justice reform and provides consulting services to
criminal justice innovators. The Harlem Community Justice Center is a project
of the Center for Court Innovation.

Reporting to the Court Operations Coordinator the Reentry Case Manager at the
Harlem Community Justice Center will work with adult parolees who have been
imprisoned for violent and non-violent offenses and are making the transition
from life in prison to responsible citizenship. The Case Manager will meet with
clients pre-release, conduct assessments, service planning, service referrals
and linkages, compliance monitoring, and maintain accurate and timely client
records via spreadsheet, computer database and client files. The Reentry Case
Manger will work as part of a team with other staff and partners including
staff from the NYS Division of Parole, the NYS Department of Correctional
Services, and community partners. The ideal candidate will have experience
working with data-driven programming that produces results—e.g., reduced
recidivism, higher rates of program compliance, improved treatment outcomes,
etc.

Responsibilities:


  • Conduct pre-release assessments at Queensboro and Bayview Correctional Facilities utilizing the COMPAS assessment instrument;
  • Complete individual and family assessment intake information - input all information into the computerized case management system;
  • Co-lead group skill-building sessions – e.g. anger management, mentoring groups, employment readiness;
  • Consult with parole officers; share information for the parole supervision plan;
  • Meet with parolees and their family members on an ongoing basis during the period of parole supervision;
  • Conduct home and/or program visits where necessary; escort clients to programs as needed;
  • Address unresolved service needs which interfere with the parolee’s successful adjustment to supervision;
  • Participate in regular case management and team meetings;
  • Maintain records of all case management conferences;
  • Appear at all court appearances to provide report and recommendations to the Administrative Law Judge as to parolee progress in all treatment and service areas;
  • Participate in the preparation of progress reports and grant proposals as necessary;
  • Participate in all clinic meetings and forums at the Justice Center.

Qualifications:


  • A Bachelors or Master’s degree in social work, psychology, or a related field, and a minimum of 2 years experience working in community corrections or drug/alcohol treatment is required;
  • Ability to work collaboratively in a multi-stakeholder environment is required;
  • Excellent oral and written communication skills is a must;
  • Demonstrated ability to connect with and be sensitive to persons who are/have been incarcerated required;
  • Training and/or experience in Cognitive Behavior Therapy approaches, especially Thinking for a Change, highly desired;
  • Familiarity with the COMPAS assessment tool highly desired;
  • Experience providing employment counseling and training desired;
  • Computer ability is required including: Excel and Access;
  • Fluency in Spanish highly desired.
