The United States Institute of Peace is an independent non-partisan
institution established by Congress to increase the nation’s peacebuilding
capacity. We do this by empowering others with knowledge, skills, and
resources, as well as by directly engaging in peacebuilding efforts around the
globe. Specifically, we work to: prevent violent conflicts before they occur,
mediate & resolve them when they occur, promote post-conflict stability
after the fighting ends, and increase peacebuilding capacity, tools, and
intellectual capital worldwide.
The Center for Post-Conflict Peace and Stability is seeking a individual to serve as
Director of Iraq Programs (Senior Program Officer). The Director
of Iraq Programs (Senior Program Officer) will manage and support
programmatic activity throughout the Institute aimed at building a stable peace
in Iraq. In particular, the Director will:
MAJOR DUTIES AND RESPONSIBILITIES:
- Lead USIP’s Iraq Team, which consists of representatives from among the
Institute’s programs active in Iraq.
- Contribute to the Institute’s understanding of conflict-related issues in Iraq as
well as the conceptualization and design of USIP programs and the
identification of grant opportunities.
- Manage the Team’s annual goal setting and programming exercise.
- Supervise the Baghdad field office, and ensure effective communication and
coordination between Baghdad and the DC headquarters.
- Ensure budget discipline and timely implementation of Iraq-focused projects and
activities.
- Help manage the security profile of the Institute in Iraq and maintain a high
level of security awareness/preparedness at all times.
- Ensure effective and meaningful coordination with the State and Defense
Departments.
- Assist in keeping Congress briefed both on Iraq and on USIP programs there.
- Prepare and disseminate timely reports as required.
- The incumbent will travel often both inside and outside Iraq.
This managerial position requires:
- An in-depth knowledge of transitional peace-building and of the region in
general. Knowledge of the local culture, conflict management
techniques, experience in contract and grants management, country program
operations and project management, and excellent political analysis are
important.
- Experience working with government officials, local and international relief agencies
and military authorities is critical. Prior experience in program,
operations, and security management in Iraq in particular, and in the
Middle East in general, is preferred.
- Creativity, excellent communications and analytical skills and the ability to operate
with high levels of autonomy and responsibility in a highly stressful
setting while exercising sound judgment in politically charged and
challenging security environments is necessary.
- Due to the sensitive nature of the work, the importance of good
presentation skills, the ability to maintain morale among staff in a
difficult work environment and the need to work closely with a variety of
local and international interlocutors will require excellent teambuilding
skills, quick judgment, and negotiation skills.
The successful candidate will have:
- An MA (PhD preferred) or equivalent experience in social sciences, humanities,
or international relations/conflict management.
- A minimum 4 years of experience in at least 2 of the following areas: contract/grant
management, economic development (including private sector development), community
development, mediation/arbitration, conflict resolution, democracy and
governance, international law, and/or human rights activities.
- Supervisory or management experience.
- Demonstrated ability to operate independently in complex and difficult situations with
minimal home office support.
- Ability to manage field staff and field programs in transitional environments.
- Excellent oral and writing communication skills, including the ability to deal with
counterparts on both the lowest and highest political, social and economic
levels.
- Familiarity with U.S. Institute of Peace programs.
- Ability to write and speak Arabic is highly desirable (applicants with language
ability should indicate their fluency levels).
- Dual citizenship (US and Iraq) would be a positive factor in evaluating
candidates.
