Advice for Creating a Proposal for an Ombudsman Position/Employee Relations for a growing company

I am currently working for a company that is facing great growth and is not only expanding our office, but we are also expanding our departments.  Right now there is really no HR Department. All HR is handled through our Finance Officer. The company just recently hired a recruiter for the company which opens the door for more ideas of expanding the HR function.  Thursday I pitched an idea  to my manager that I would like to create a new position for myself as a possible ombudsman or employee relations officer.  He believed that I had good points in the necessity of this position and told me to create a proposal. Does anyone have advice what I should include in this proposal or resources to look at.

It would be helpful to check out the International Ombudsman Association website as well: http://www.ombudsassociation.org/resources/resource-booklets. They have a plethora of resources regarding the role of the ombudsman that will help strengthen your proposal. - Bryan
